每名服刑人员在入监服刑之初和回归社会之际，都会经历“社会人”与“服刑人”之间的身份转变，如何正确妥善处理法律问题、如何谋划出监后的就业归属，一直都是服刑人员绕不开的“热搜”话题，也是监狱内矛盾风险的重要成因之一。

为了深入贯彻落实新时代“枫桥经验”，帮助罪犯解决合理诉求，防范化解矛盾风险，上海市新收犯监狱充分运用“三个融合”，积极发挥“外联”作用，与地方司法部门、社会机构密切协作配合，推动帮教工作从“有形帮教”向“有效帮教”转型升级，帮助服刑人员改过自新、重获新生。

化解心结
债务债权应该如何处理、产生婚姻家庭纠纷怎么办、刑释后社保政策就业政策有什么变化，监狱邀请司法所工作人员、律师、帮教协会志愿者与服刑人员开展“一对一”帮教，通过专业的心理辅导和法律咨询服务，帮助服刑人员卸下心理包袱、树立法治观念、增强改造信心。

调解矛盾
“千人千面，千人千心”，复杂的犯群结构，不同的罪名刑期、性格特点、文化素养、生活背景，长时间生活在一起容易产生分歧、发生矛盾。监狱坚持运用法治思维，研究制定矛盾化解机制，提升民警筛查调解矛盾纠纷能力，畅通罪犯表达诉求渠道，综合运用科学管理、规范执法、心理疏导、亲情帮教等手段，引入“人民调解进大墙”，推动矛盾诉求源头解决、多元治理。

监地协作
长期以来，监狱积极为地方司法局、志愿者协会等进监帮教搭建平台，并逐步形成安置帮教宣讲常态化工作机制。通过授课程、讲政策、解难题、扶就业、送书籍等手段，服刑人员对安置帮教相关政策和法律法规的知晓度和配合度不断提升，安置帮教回归工作得以高效稳步推进。

出监教育，是罪犯由监狱向社会过渡的重要桥梁纽带，也是罪犯服刑改造的最后一道“工序”，新收犯监狱积极探索出监教育新模式，精心打磨教学内容，优化教学质量，帮助罪犯明认知、强信心、学技能，从细微处着手，在心理疏导、就业辅导、普法引导上下功夫，努力打通罪犯新生“最后一公里”。

监狱应邀参加青吴嘉三地监地合作共建座谈会，就依托长三角一体化地域优势统筹一体推进监狱改造、社区矫正、安置帮教工作积极建言献策，与金山区、黄浦区司法局、社会帮教志愿者协会围绕丰富“源头帮教”内涵，深化沟通协作，为罪犯刑满释放回归社会搭好桥、铺好路。
